The CISG was created with two goals in mind: 1) to ensure legal certainty and 2) to promote international trade.83 It aims to achieve these two goals by promoting uniformity in its application, meaning that the interpretation of its provisions should not be “influenced by the concepts used in the legal system of the country of the forum.”84 This autonomous style of interpretation will To date, more than 75 countries, including the US, have ratified the CISG. However, many adopting countries have made reservations and declarations regarding the scope of the CISG's application as it applies to that country. Many countries have also submitted declarations- short statements explaining how they interpret specific articles of CISG. Like virtually all treaties, CISG designates the United Nations as its depository- the organization responsible for keeping the text of the treaty and tracking which countries have signed, ratified, and made reservations or declarations regarding the treaty. This included countries such as Brunei, Indonesia, Lao PDR, Phillippines, Sri Lanka and Thailand. Although harmonization of laws in the region could still take years in the making, the possible adoption of the CISG in the various ASEAN countries in future could assist the growth of arbitration.
